My Russian is somewhere in the bad-to-non-existent range, but я (ya) is a personal pronoun, “I”.

Possibly “я боюсь” (ya boyus) “I’m afraid”?

IIRC this is from one of those installations where a town puts up a bunch of statues with the same shape for people and/or organizations to paint. In this case, the statues were boll weevils.
